I would recommend you find a fire restoration company/contractor who specializes in this type of work to walk the property with you and give you a good understanding as to what needs to be done.

I do understand that it depends on my markets and other factors but would like having some benchmark to help decide a good or great deal from a bad one.Also, to get to the $3k cash flow, how big a house would it require?  

Have not done it in TX  but I understand the process is fairly straight forward. 

Don't defer decision-making to others without thorough understanding and legal review.

If you are looking at single family, there are still many places but understand they most likely are cash flow plays not appreciation plays.
