I don't know the rules in Canada but in the U.S. most states require a PM hold an RE license because there is much to understand with regard to accounting for money belonging to others and agency rules.

An FHA loan or VA loan are government loan options, or maybe she could get a HELOC or home equity loan, which is all depending on her FICO and if she meeting underwriting guidelines for those four options.Or you might be able to find a local housing agency/non-profit that will give her the money to catch up her taxes.
