The thing people like about Section 8 is the check from the govt is on time every month.

I would check with your municipality and codes office from what you have stated this property is uninhabitable and should be condemned if you have a friendly codes officer that may be another option to look into.Obviously, this is not legal advice if you do the lock out and board up on your own just know the consequences; in my metro area an illegal lock out will get you arrested and law enforcement does not want to get involved in this type of issue too much liability for the officers and the city.   

@Alex Tanyi check your state and local laws about access for inspections.Most tenants should cooperate, but Class C & D seem to make it difficult.

In my market I see the same thing, because those few homes are super luxurious homes that check all the boxes (location, view, high ceilings, nice finishes etc). 

For employment, they only make $19 an hour, and I've yet to run background check.

Do your homework, check your numbers and if it hits a ROI % you are comfortable with then you have found a good deal.
