Without some conduit there is really no way to put your investors on equal footing to participate in the manner you described.I suggest too that you check on your State's applicable laws regarding securities and offerings,it sounds like you may be dealing with sophisticated investors under SEC requirements, you certainly want to avoid SEC requirements.

Make sure you have a rental policy written that specifies what are you looking for in an applicant - i.e. score 650 and above, no outstanding unpaid bills (cable, cell, utilities etc).

Barrier to entry for being a real estate agent as far as I can tell for my state is like 200 dollars for the application fee, licensing examination, fingerprinting and the background check.

He should definitely be careful when rejecting applicants in the future, as they could be part of a protected class and claim they were discriminated against.
