If there is continued uncertainty in Houston's economy, then people will be less likely to buy homes and the remaining unsold inventory prices will have to be reduced in order to be sold, so the homes that were sold prior to these may be considered overvalued at one point.

I did some research into those boarded up & vacant properties in the neighborhood about which you speak, and interestingly, a large proportion of them are actually owned by one entity - a large, out-of-state hedge fund.The hedge fund purchased them 2-3 years back, and interestingly, to date, it has decided not to do anything with them - the properties remain vacant & boarded up.
