The main issue I think you are going to have if you move forward with this property is the only insurer that will take a property that has had a recent loss is the (National Flood Insurance Program) NFIP or government program (What is the NFIP?).

Also with a tenant that's been there over 4 years and according to the ledgers I looked at was never this late paying rent should I wait a little longer in case it's just an issue with the change of ownership?

I've solved all of her plumbing problems, but there's a laundry list of cosmetic issues and the electrical system should be upgraded.

By working with your tenants and keeping the communication open about this issue, you can take proactive actions to prevent the pipes bursting.
