Legality of 1st Lien HELOC on Investment Property

I have called 20 banks and no one does a 1st lien on investment properties except 1 stated they would if owner occupied.During the research I read a website, which stated that 1st lien HELOCS on non-occupied are illegal and not allowed by Federal Law.Anyone know if this is true?

I have looked into the PadSplit model and am interested, however, pad split is mainly into finding renters and not so much being there for turnovers or other things. ( At least that was my understanding.)The representative I talk to with PadSplit, told me that some owners find an additional manager that charges them less than of a fee because they’re so little for the additional manager to actually do due to padsplit systemHas anybody dealt with this sort of thing and found an additional manager to work with on this particular model?Â

If you do find a deal and maybe it doesn’t cash flow for the first year or 2 but you can make improvements, raise rents on under market leases, manage property effectively and cover your expenses at least you will have started and can look for better cashflow over time.
