I would highly suggest getting a duplex, triplex, or quadplex for your first home and house hack it by living in one unit and renting out the rest. you can get in it since its your first home for quite a low down payment. and BOOM!

If you are trying to sort out which local PM's operate in low income and Section 8, I would look at whatever marketing mode is most prevalent in your area (Craigslist) to see which PM's are advertising those types of properties.

Mortgage rates are nowhere near 4% due to FED rates, treasuries, and MBS currently so unless this is an "Angel Investor" it's not possible to be that low.
