After discovering this shared electrical line running from my panel and besides just cutting/removing the line at my boundary, I am wondering what my rights are as the owner now and if anyone has come across similar scenarios?

It has flat land area as well as some areas in the hills and lower hills.

This awesome, have been seeing PGE promoting a lot of 100% renewable energy programs lately as well offering big credits for things like solar panels added to your property. 

The County is pretty strict and hard to obtain a permit unless you can be a true homeshare like a home with a granny flat or you have the proper AG zoning. 

Just bought a single family that is in RT-3.5 zoning, wanting to convert to a 2-flat or duplex, is there any reason this isn’t wouldn’t be do-able as it’s already zoned for such?

I have heard that with the move away from gas to electricity and increasing use of solar panels, very hot places will be desirable for that reason.
