Does this sound like a fair offer, and/or what should I counter? 

As I stated, I am not worried if they do because I can evict fairly quickly and without an attorney. 

Hello everyone,I am fairly new to the real Estate investing arena.

The bedroom ceiling drywall, one wall, and the bedroom carpet all had to be replaced.To be fair, the tenant had no access to the downstairs bedroom, but his negligence to let me know of the water leak in the upstairs kitchen led to extensive water damage.The insurance company said they estimated the damage to be $5,489.

I have one unit with a new (1 year old) AC (fairly efficient) that they do not use the AC due to the cost.

@Dawn Anastasi, it may well be that @Jay Johnson summed it up fairly well; it's not so much that "they are just too scared to do business", but more likely that most of them "need to find a smokin' deal (you) would buy"! 

The business didn't last long for fear of aml regulations but I did profit a fair amount from their appreciation.

A couple of options are you can either role play and say that you are looking to rent a property from someone and are just checking to see if the rent is fair or you can let them know that you are looking to buy a property and wanted to see what the rents in the area are.

However, when it comes time to renew you could use the new AC as a bargaining chip to get your tenants to renew the lease.
