If the PM is paying contractors and remitting net rent, then the filing obligation falls squarely on the PM.Most rental owners will only be 1099ing their PM if the PM is not a corporate tax entity, as the standard setup -- take PM fee from gross rents and remit net rent -- means that you're effectively paying the PM in cash.

Most likely the state where the property is located is where lawsuits would be brought if they are something for personal injury like a trip and fall or something of that nature because the “cause of action” arose in that state.

It seems I either get small weekend warriors (which I almost prefer) but then never get a follow through or contracts fall through OR on the other hand I get recommendations for larger construction companies that charge a much much much higher premium and only wish to use their sub-contractors etc.

I would assume at this point you at least have an umbrella policy if you're not using an LLC to have  a little personal protection maybe and this would be where your question seems to fall in line more.
