Every state and local is different, but more than likely what you paid are standard fees.

Doing most of the work on my first place was the best tuition I ever paid.

I then refinanced my primary mortgage (in NY) with a cash out, and paid off the HELOC last month.

About 2 years ago my husband and I paid it off, and was happy to be finally owning our 1st home. we also over paid like 1400$ ( not knowing it was paid off yet)  Well the landlord still has not gave us the title and says it's tied up in a loan of his that he is still paying off.

Does the city accept it or the property loan need to be paid off before getting the permits. 

In March 2018 I paid the required minimum of $800  fee to Franchise tax Board for the year 2018.

I'm looking at a deal where the seller vacated 3 years ago and has kept the first mortgage current but has a seller second that was never really paid on time.
