So for starters you could ask her if she actually has a Certified ESA diagnosis that you can verify with her Dr.Legal reasons a landlord can deny an ESA include: The animal is too large for the accommodation size. 

I've used Propertyware for about 4 years and have had absolutely terrible experiences with them on the billing side - they overbilled me for the past several years and when I caught it and brought it to their attention, denied it over a period of several months, then finally admitted their error and promised me a refund.

You can deny a tenant for not meeting your qualifications provided it meets the law requirements in regards to discrimination and your state and local law.  

However my bank denied stating that they will be only financing properties of much higher value where the bank needs to lend at least 30k.

Whether you own 2 or 2,000- your ownership has not in any way denied another of their opportunity to do the same.
