My initial thoughts on strategy is to buy and hold and ultimately build equity.In looking locally, Oceanside seems like a more "reasonably" priced coastal location compared to some other San Diego areas.

When I was 21 I partnered with someone and we bought 2 apartment buildings with 14 units.

Submit either for variances/reasoning with city or go direct for building permit approval7.

Save your texts and such with your tenant and your calls to the police— build a record of your neighbor’s noise.

Build your cash up, then look at house hacking or fourplexes or trailer lots. 

You have to make a decision when people are close to retirement if they can climb a building again, should you retrain them, or retire them.
