It's a total crap shoot.Years ago I had a conversation with an investor that was doing multiple multifamily rehabs across the country.They found some states to be more difficult to control contractors and the red tape made rehabs take longer so holding costs were increasing.

That said If you have a good unit at a good price in a good area you will still get a lot of traffic. Ive
