I explain this to tenants, because some feel they have more rights and power over their roommates, but according to the law they don't.We do not touch the security deposit until a future point in time when all parties have vacated and possession of the unit is returned to us.

As new owner Incoming tenants would need to comply with new set criteria.. this is only a duplex,, I wouldn't worry about current tenants to qualify..I'd give them the extra grace of a 60 day notice of rent increase, if you want to do upgrade touch ups while occupied fine, offer that.

Yes, it's only paint touch up, new light plate and electrical plates, possible new light fixtures and cleaning, but this only helps the owner and costs you less then $1000!
