WHICH COMES FIRST , THE CHICKEN OR THE EGG? Buyers List VS Deal..

AFTER GETTING MORE DEALS UNDER CONTRACT I'VE RUN INTO THE "RURAL AREA" ISSUES. THE NUMBERS ARE THERE BUT THE INVESTORS ARE JUST NOT INTERESTED IN LOW POPULATION CITIES. 

WITH PITTSBURGH BEING THE CLOSEST BIG CITY (40 MIN AWAY) SHOULD I MAKE DEALS THERE ONLY OR JUST KEEP FINDING GOOD DEALS HERE AND WATCH THEM GO TO WASTE? 

PEOPLE HERE HAVE A HARD TIME GETTING FINANCED SO THEY ASK FOR LAND CONTRACTS. WITHOUT THE FUNDING TO BACK THE DEALS SHOULD I FOCUS ON BUILDING A BUYERS LIST FIRST? THE DEALS ARE NOT BRINGING PEOPLE IN , THESE DEALS ARE 30-40% ROI WITH NO INTERACTION.
