Check with a local contractor who has done many re-adaptive use projects.

An issue like that might be tackled more appropriately by a non-profit rather than the govt. 

Seeing some great buy and hold rental projects as well.

I can fund the entire project out of my savings.

Remember to let them know the end use (owner occupied, fully rented), and the details of the project (ie. gut remodel, move in ready, etc.) .  

Additionally, they have restarted the public water/sewer expansion project and will have most of the city on pubic utility within the next 10 years.
