Multiply the two.Utilities-Totally variable, depends on the type of utilities to each property, the size of the property, and the degree of insulation. 

It will take some time to assess each one for dependability and fair pricing.

It all depends on what kind of asset class you're looking to hold- some people will say that higher class properties will bring about better tenants and less hassles (plus often times they tend to be newer constructions, so one can say there will be less maintenance issues).

It depends how much assets you're trying to protect.  

There is some value in that area,  just depends from street to street.

There are several alternatives for funding it just depends on the politics of the association.

I was also planning on attached garages , or depending on the location, drive into the basement is a possibility too.
