Chester county here in Pennsylvania uses GIS data and combines it with all information about the owner of each  property, assessed tax value, last sale date, satellite picture of the property with the property boundaries marked out, you can look up an owner by name, address, tax parcel id number its way more accurate than anything else out there because its funded by the local government.

Last week I stopped by our county's Appraisal office, took and number and waited in line, then spoke with a young lady who (while very nice)  real didn't have much more than a basic understanding of how to navigate the county site.  

I employed a full-service property management company that has many section-8 rentals in its portfolio to help me navigate this.Came to find that 2/3 of the inherited tenants were non-paying.

If there are several people who say they navigate these environments without all these horrifying and despicable experiences, it would behoove you to consult with them.

You must understand how to navigate CMHA, deal with inspections contracts etc BTW, how do you know you are buying in the right area and for a good price.

If you're considering getting into PM when you retire, the stars might just align, because I plan to have a healthy number of doors and a need for a satellite office in the Springs.
