That means their income would have to be high enough to cover both mortgages and still be under the 40 something percent DTI to qualify for a second mortgage.All that said, if they can do it, I say go for it!

Japanese banks will not lend to non-residents, and banks that do, only lend against newish properties in the biggest cities.

IMO, you should consider non-citizens tenants just as you would a US resident.  

I am working with some local private lenders that will do 90% loans if you and the property qualify.

I would sit down with a knowledgeable lender in your area soon and see which loan is best and what you need to do to qualify.

Provided you have/find legitimate reasons to deny, or you find a better qualified applicant, your true personal reasons for rejecting are irrelevant.
