I just looked over the VHDA website very quickly so I think I know the answer, but it's worth asking a pro: Does the VHDA offer some type of renovation loan that would permit repairs to be held in escrow rather than be performed before closing?

@Marisa R.Hi Marisa,The area with the highest ratio of gentrified (stable employed) owner occupied vs gentrified rentals will probably prove to be the long term winner.Although if you are just fix and flipping it will probably be the area with the most permits pulled (short term).Just my 2 cents.Good Luck!
