For an FHA loan you can have a non-occupant co-signer (like a parent) with a stable work history, then you personally wouldn't have to have the 2 years history.

Withholding rent for self remedy is one of the only forms of recourse a tenant has to insure things get repaired as agreed, as a PM you cannot take that right away from a tenant.
