If not, ask both tenants to re-submit an application to rent so you will have a completed application on file. 

@steve, The zoning department told me just to complete the application for the zoning and variances.I then met with someone from residential building.

The actual *source* of the lead was through mailers, presentations, fliers, bandit signs, ads, etc that directed people to the website for pictures & further information and to make an application.
