People didn't like them and I heard the cold weather was a factor.

Part of me which is pissed wants to charge a lot because spending hours in 95 degree weather is not my idea of a good time but i know i need to be fair.

I may have sounded a bit harsh, but geeez, thoughts get pretty wild here. :)

*Security - home should protect security of property (security not as in weather or burglars but as in collateral) *Soundness - home shouldn't have any physical deficiencies that compromise structural integrity.AAn appraiser usually comes out to the property, conducts their inspections and documents all observations and expert opinion.

When I think about struggle and sacrifice during the early years in the US of A, the first thing that comes to my mind is how much it sucked to walk for a mile to go to work (fast-food job) in frigid weather, and uphill especially when it snows and is windy as hell. looking back at those experiences, I could easily see how much impact they had on who I am today.  

If you have never charged this tenant for utilities, don't try now.Let me be a little harsh and say you need to get serious or get out of this business.

The theory behind the 50% rule, is for your beginning calculations of weather or not a property is worth a second look.

If the properties can debt service a million dollar loan at 12% then the savings at 6% should allow you to build up sufficient reserves where you can weather any bumps in the road thus mitigating the risks that come with a recourse loan.
