In most cases They cannot and should not pay without getting a W-9 because they are responsible for all expenses to the owner. this is a weird situation because you actually didn’t perform the service.

Your income is so low it appears as though you are simply avoiding the responsibilities of working for a living. 

The delay in reporting the incident to both me and authorities pretty much destroyed any chance of finding the person responsible.

Report the dogs and the property to your local building inspector and animal control officer.They should be responsible for the fence not you.

Explain it just like you did to us and then wait to see if they intend to charge you for these items or if they accept your explanation.You should be responsible for the bulb but not the time it took them to figure it out.
