To be more clear as to what I'm trying to do:  I lack enough cash to put 20%+ on a down payment on an investment property, especially in the current flaming hot market of Phoenix. 

If you are in a hot market buyers will not care what you bought the house for.

As for price, there are deals in Center Square but the area has gotten hot, and inflation has increased the price per unit making it slightly more challenging to find attractive deals, however, they are certainly there. 

My theory was since the Bay Area is a hot market there may very difficult to find distressed or anything significantly below market, we have low number of wholesalers.

no better way t get your clock cleaned as with things you are not EXPERT of,,,like jewelry (unless your a jeweler).so what happens when you 'buy' a hot piece and the police seize it??

There are plenty of tourist sites which will give you a map of the entire Oregon coast and all the towns.My 2 favorite towns are Yachats ("Yah Hots") and Depot Bay.

The offer can be a good investment since Singapore is now really hot in the Far East real estate market.
