Non-governmental liens don't always go away like city liens, IRS liens, other federal liens.Title company or title attorney can help you research liens, or find someone to teach you how to do it.You can buy from the owner perhaps before the sale....you let title company or closing agent pay off taxes at closing....you don't do that yourself before you close.

I would suggest following up with the PM and ask if they have proactively provided change of management details (essentially, letting the tenants know that new owner effective 03/29/2024 and were rents should be sent).

This may be your best bet as it lets you hold off on formation, but its important to make the title company and the lender aware ahead of time so they can update title and prepare the loan docs with the correct entity name.
