Larger apartment complexes have maintenance men that go in for inspections usually once a month.They look at filters,fire extinguishers,smoke detectors etc. but also can see if there are pets there not on the lease,or too many people living there not on the lease for a code violation.You have these inspections written into the lease.

Then I followed up with further comments indicating property A would be more like a cash owned 30K property and house B would be more like a 120K house with a 30K DP applied to it.I do not think for a second to know more about tax code and law than anyone.

There are usually code violations if a landlord is not providing proper heat in winter, so likely there is a specific city department where they can file a complaint, and I would be telling them to do that each and every day they don't have proper heat until it is resolved.
