Tread carefully and consult an attorney if necessary. you probably can't refuse her just because she has kids and could get in trouble and I'm not experienced enough myself to tell you how to say no in a way that doesn't get you in trouble.

Im really stuck on how to proceed, and the attorney I consulted with today wasn’t able to paint any sort of clear picture for what I should do.

Are there any consultation services (free preferably) that can kind of walk you through some of the process?

You will want to consult with some lenders to discuss their terms.

If you occupy one of the units, then that portion is treated as primary residence and follows those laws.Ohio has the RITA tax so make sure you consult with your CPA on those matters.
