Newbie to Bigger Pockets

Hello all. My name is Luis and I'm a newbie to BG and am looking to learn all I can about real estate, specifically wholesale.  I want to dive deep into this and apply myself to be able to be financially independent buy my family our dream house and retire my parents.  I am so anxious but don't know where to start.  I have been watching videos and reading as much as I can, if anyone can point me in the right direction.  I do have a few questions that I would really appreciate help with.  

1. How can we buy a contract for tax delinquent or preforeclosure?  Don't the banks own the property?

2. If we ever sign a contract but have a hard time finding a buyer, is there a way to backout of that contract?

3. Are there any consultation services (free preferably) that can kind of walk you through some of the process?

Any assistance is highly appreciated.
