e. vacant land, other than farm land, owned by or rented to an “Insured”Talk to your agent and find out if you policy applies to vacant land and if there are any conditions (.ie no development, no roads, no utilities, not cleared, etc.) that may apply.If the land is covered, you may want to add an umbrella to get some additional coverage.

I'm also concerned because in my counties, the water utility will never be shut off, it simply rolls over to the property owner if unpaid by the tenant.

The biggest problem is the land needs to be able to be connected to utilities so you can't just buy land in the middle of nowhere and stick a house on it, permits are also a concern but that varies a lot by location.
