We did not title in LLC because that would have required us to buy a true commercial insurance policy for the vehicle, which cost a lot more.

Send it today as Michigan statutes require a MINIMUM of 30 days notice that must cover at least one rental payment period (typically a calendar month), not any other 30-day period.

The only requirement is the end buyer has been approved for funding (unless they are a cash buyer.

They seem to be willing to lend on the project but so far they've required someone in the LLC to have 5 new builds under their belt as experience.

We require (as do most PM companies) that utilities are set up in the owners name when the property is vacant (so that vendors can use electricity while doing work, etc) I'm guessing the PM company put the gas in his name 

I am looking to do some updates and touch ups in basement unit as well.While the house zoning requirements comply with ADU requirements, the basement is not up to ADU standards (ceiling is too low and one entry). 

Is sales tax registration required?

If you ask the manager to justify a fee and he starts hemming and hawing, move on or require them to remove the fee.
