Will this trigger a raise in Property tax?

I've been breaking down deals on my own just to practice and have a great understanding of how to underwrite a deal, look for value add opps and ways to raise the rents, all while leaving some value over for the next owner for a quicker sale.  

We contested the appraisal and got it raised a little (content for a different post), but our cashout did not fully cover paying all three of our loans off.

One (below), that caught my eye was on Private money raising and also Self Directed Retirement Plans.

This deal would likely help me be able to qualify for standard financing in the future, however as the profit should pay off debt and allow me to raise my score.I'll likely have to consider hard money. 

The only thing I would add is a slight recommendation to the pathway of first a house hack, then a few rentals that need to work and you learn how to raise the appropriate capital and management skills then move to something with some moderate rehab and maybe even a flip.

I guess sweetening the deal by raising the rate would be an option.
