If you are looking for cash flow and are ok with low (if any) appreciation, you might want to look at places like Cleveland, Ohio - there are several brokers here on BP that help with turnkey solutions in that market.As far as your questions about research, analysis, and selecting a property manager, I found The ABCs of Real Estate Investing to be a great resource for that.

To determine the market resale value, utilize Craigslist, Land Watch, Land and Farm, EBay, Zillow, and/or any other other online resource to collect comps for vacant properties of similar size in nearby areas.

One thing I have thought on a similar project is have the seller carry the land (assuming it has been published for a year or so), with a contingency of you putting money in subdividing the lot then selling each lot one year at a time, after the first year of subdividing and paperworks, etc.
