This work for rent sounds bit extreme, but I have definitely heard of legitimate, capable workers who is willing to take a discounted pay for 1) long term, regular job and 2) dree housing.  

At the same time I'm patient, I'm not going to buy just to buy, I want deals and will only buy at a discount.  

You need very deep pockets and political connections don't hurt in order to get a property rezoned.

If you are not getting that going in then the property better be severely discounted for the extra risk being taken on.

Best description is old.I assumed rents of $400 for the small rooms based on a discount from $650-1000 in the houses in the area.  

If you already got a 25-30% discount on its market value, AND 75% of its rental return would cover your mortgage, then yes, an Asset-based Lender may well lend you all your cash back.If you didn't gain such significant extra equity upon purchase/rehab, then: do better next time!

Banks are not as motivated as sellers now days, so foreclosures in your area may actually sell for a small discount to a standard sale...too small for an investor to buy with a margin of error.
