What happens is that you and/or the Seller submit comps that you feel the property should be judged by, and any explanation that justifies your added value, and the underwriter reviews them with the appraiser. 

Current market with low inventory has pushed a lot of the FHA buyers to the bottom of the list when submitting offers to the sellers.

The financially stronger tenant has found a better job out of state and submitted her 30 day notice.
