I purchased three 4plexes with lots of boiler issues, but I didn't account for that cost when underwriting the deal, so I had to pay nearly $20k out of pocket. 

So, the issue will be brought before the committee at a future meeting. 

Is the owner aware of these fines/issues?

I will caution you on the short term rental... the city had issued a moratorium on any and all new licenses while they conduct a 9 month study, and then issue new rules and regulations for STRs.

Current renter has been great with no issues.

Sounds right, but I’d have the attorney do the title search up front....many of these “bargains” from wholesalers have serious title issues they either don’t know about or hide.

are you concerned with new equity and division of property issues? 

I did not want to ignore the situation because of safety and liability issues.

A caveat to that is that even someone with experience will come across issues that aren't familiar with and may need an quote from a pro.
