-The challenge is, farms providing important winter crops can not stay in business if they only farm during the fall/winter- they must also make money the rest of the year, so to stay in business they farm this dry state year-round, using a lot of water in the process.

In Oregon and Washington we have our own nuttiness with windpower farms which cost more taxpayer money in maintenance alone then they will ever produce in energy savings.

Think about it, most likely a family is NOT going to want to live in a 2/1 and a old farm house converted to updown duplex...nope. downstairs neighbor going to hate a family it they moved in upstairs due to noise kids will make ...Plus old farm house maintenance nightmare going to nickel and dime you to death...and it's a converted duplex pass.
