From what I can see, the median home values $204k vs $167k for the state of WI ( 4% value growth over the previous year ) and 78% of the county own vs 63% national average.6.

If there are 2 properties in the same neighborhood and same build quality ,lets say in a B- neighborhood where property A is valued at 150k and property B is valued at 250 K ; and the median price in that neighborhood  is 270k  ... do both properties appreciate at the same rate or does being close to the median have an affect on the appreciation ?

I would suggest you try and invest in a property near median value for the area or within say 20%. 

The median household income there is somewhere around $35-40K, which easily supports an owner-occupant SFR purchase price of $90-140K.

Median area rent for similar properties $960/mo.

Keep an eye out for a few big things like population growth, job growth, median household income, property values, and rent rates.

I have cash and could buy a SFH decently discounted from the median in a good, not great area.
