You can't make a foundation deeper after it's been finished so the only solution I'm aware of is adding a heavy amount of insulation wherever possible to keep the weather away from the concrete.

I would appeal to reason first, and then I would tell him if he doesn't want to be reasonable then he can figure out how to drive on his 5 foot next to my solid concrete block wall that I'm going to build on my side while I make my own driveway.
