You can't make a foundation deeper after it's been finished so the only solution I'm aware of is adding a heavy amount of insulation wherever possible to keep the weather away from the concrete.  

We do have many positives with great schools/universities, diverse economy, world class hospitals, and massive life science investment flowing in to the city to (hopefully) keep high income earners. 

I would appeal to reason first, and then I would tell him if he doesn't want to be reasonable then he can figure out how to drive on his 5 foot next to my solid concrete block wall that I'm going to build on my side while I make my own driveway.

It is possible you have a massive leak somewhere.

Otherwise, I would tread carefully with these types of listing as they are generally being sold at a massive premium for what they had bought for before. 

I suppose if you have some concrete evidence that it will get to a point where it is cash flowing well this could be worth it.
