If you are looking in that area I would suggest finding people that have off-market deals if you don't have those connections already.

@David Haughton Nobody can effectively answer the question you presented unless you first identify four single family homes and two duplexes you are considering purchasing.

I guess the hard part is finding a lender who specializes in VA Loans. 

But the way you find out of this is the case is you call the county to find out.

As a new investor I am working to find the right balance of allocation towards Vacancy, Capex, Emergency, etc.

Part of it is my tenants believe me when I tell them they are not going to get $0.01 from me, the eviction will make it difficult for them to find lodging forever, and I will do my best to garnish their future wages.
