If you keep failing  after you offer you might have to go elsewhere and budget for property management that is experienced and who you can trust and call regularly to ask how it is going so you do not have to do a bunch of traveling.If you have got to travel, you should consider the bigger towns in Texas.  

I look for the basics(tools, transportation, professionalism, working weekends, being on call, previous income etc)3.

(I'd be looking for a place in a decent working class neighborhood where I can rent to responsible grad students, or middle class professionals.)* are there any areas in Tampa where growth is anticipated? 

Most experienced investors I talk to focus on cash flow, w/appreciation being nice to have.  

Property prices in Prague experienced about 10% increase in prices for last year so I hope to "catch the wave" and sell it while the price is still rising.
