I wouldn't expect to see cities cut real estate or personal property taxes as most of them are cutting budgets to keep essential services going as sales and meals tax collections have been all but wiped out at this point.

I would consider providing housing to be an essential need and I think if questioned on it, you could reasonable argue housing is an essential need.

With a lease in place for $1500/mo, and based on an estimate with 25% down payment at 4% interest rate, monthly payment would be around ~$1000/mo, essentially all the rental income would cover the monthly loan amt and then some.
