Since you've authorized the service, you're probably stuck at this point but I would tell the tenant that in order to reimburse him, you will need a detailed repair invoice from the contractor - showing payment made - that is in your name as the owner on the invoice. 

If the duplex is authorized, Planning and Zoning will assign addresses and provide you with documentation to take to the post office.

keep in mind if it is at a title company ( a legit one) it cannot be released without your written authorization.. so if you have a contract dispute on time lines.. and the seller wont cooperate  then you have to Sue in small claims or get a lawyer..
