You are not paying taxes on the distribution, and since you are leaving much of the money in the company you really aren't taking the remainder as a distribution, it's retained earnings.BTW, I'm a huge fan of yours, your blog has been both a great learning tool as well as a tremendous motivator for me.

I think Birmingham will be fine long term - that said, I think a lot of tremendous growth in Huntsville/Madison has likely been somewhat at the expense of Birmingham.
