The FHA has something called a "self-sufficiency test" that is now killing many deals in my market. 

This is an interesting move by FHFA, but it should help 2-4 unit house hackers, especially if we can avoid the FHA 3-4 unit self sufficiency test! 

That was because Architect had illegal plans, the Builder built columns not sufficient to support the underground parking area and the Inspectors were all corrupt.

Our experience has been it is critical to have a "Den Mother" whom you trust living in the property.Only knowing the context in which this business operates can you evaluate whether it is a "good business" which throws off sufficient cash to compensate for the elevated administrative effort and risk which comes with running a rooming/boarding house.

The government already has sufficient laws in place and my tenants are subject to those laws.

Vincent, I will look into the payoff letter and if that plus a notary is sufficient.  

They could care less the credibility of the report, although I bet if it had come in sky high and 5 years down the road an issue arose whereby another appraiser said the original one was flawed then they would care about the credibility then and not just whether the market valuation is sufficient for the loan.

For 3-4 unit homes, the borrower has to qualify for the loan amount but the rent from the other units (the ones they are not living in) have to cover your PITI (principle, interest, taxes, and insurance)The problem now, is that almost NONE of the 3-4 unit properties qualify for this self sufficiency testEven properties deemed to be a "good deal" don't qualify even if the borrower canThis is making it extremely difficult for House Hackers to scale and get into larger multi family propertiesI was even working on helping a client out for a property that was an excellent deal with top market rents and the property still didnt qualifyThere are many programs out there that are helping first time buyers, grant programs, etc. but FHA really needs to give on this self sufficiency test. 

Is a letter from me sufficient?
