STOLE items out of the unit...space heater I'd allowed her to borrow, the curtain rods, a bathtub fixture...even the used AA batteries out of all the smoke detectors.You never can tell.

They were going to break a lease to move into my place bc the upstairs neighbors smoke.

@Jimmy MartzJimmy, I feel it depends on the tenant base but we try to do twice a year, we do one for furnace filter replacement and smoke detector batteries and the other is considered a annual inspection.

Cities/towns have a tendency to impose their own rules regarding fire and life safety systems such as smoke detectors, sprinklers, exit signs, etc. 

I don't smoke or drink.

It looks like they were hanging out there for a while, smoking cigarettes, using the bathroom, going through things.

I don't see where the costs are that would warrant the fee.I have my cleaners do basic issues such as light bulbs, batteries in smoke detectors & smart locks, and any minor things.
