I don't, and I don't have any interest in developing them- it sounds like a drag to me.But it seems to me that you are offering a potentially plausible, but hardly predictable and repeatable, scenario.

Was looking for a home to rent he mentioned he cannot find any good tenants they keep flaking on him, hes a busy man as it is being an owner of a very popular restaurant which i frequent, he mentioned if he cannot find a tenant that his last option would be to sell it // In my mind i think look up comps in the neighbor hood to see the value of homes offer him a lower price than market value (really low) expect a counter offer if any.
