I would talk to green designates realtors, investors, lenders and builders that are familiar with green investing and green building to get the most accurate and informative opinion because they most likely have done this themselves and can speak from experience or are familiar with folks that have.

If you get a higher deposit, don't designate it as pet specifically, so you have more flexibility to use the entire deposit for anything that needs attention.The new carpet makes me pause, but we have done that in the past.

You basically need to state your case before the zoning commission and let the cards fall where they may.Regarding utilities, there are really 3 costs associated: Design - usually a set of engineering plans is required to be submitted to the municipality (SAWS for water/sewer) before they can be builtConstruction - cost for a contractor to build the utilities per the plans, andImpact fees - you will need to pay these to offset the 'impact' your site has on the water and sewer system.
